Care Design NY Celebrates First Year Anniversary
Care Design NY launched on July 1, 2018 providing care management services for 26,000 people with intellectual and/or developmental disabilities in 30 counties across New York State. Today, they support individuals and their families in communities as diverse as Borough Park, Brooklyn, and Queensbury in Warren County.
Last July, New York State’s Office of People with Developmental Disabilities (OPWDD) implemented a transition of Medicaid service coordination services to Care Coordination Organizations (CCOs) to provide conflict-free care management. The CCOs are staffed with Care Managers, formerly called Medicaid service coordinators (MSCs,) who design person-centered Life Plans tailored to each individual’s unique needs and preferences. Care Design NY is one of only seven CCOs launched last year to support more than 100,000 people eligible for OPWDD services in the state.
Care Design NY began with 800 employees spread out among office locations from the Canadian border down the Hudson corridor, through all five boroughs of New York City, and out to the eastern-most communities on Long Island. They partnered with 75 agencies that were providing Medicaid Service Coordination and offered employment to their MSCs so that long-standing relationships between service coordinators and individuals and families were preserved, which was critical to the organization. Today, Care Design NY has over 1100 employees and is still growing.
“Our mission is to assist individuals with intellectual and/or developmental disabilities to get the supports and services they need to live a quality life,” said Jim Moran, CEO of Care Design NY. “Since this is the only service that we provide, we can be laser focused on our mission and most important to achieving it is listening to the needs of the individuals we support and their families. We’ve already established five Advisory Boards to give them a voice in how we do things and to provide constant feedback because they are at the center of all that we do.”
While still growing, Care Design NY is also centralizing its workforce to facilitate a better team approach to providing services and sharing best practices. While they still maintain a presence in each community, Care Design NY is transitioning their staff from their former agency locations to new Care Design NY locations.
“When a majority of our workforce joined us on July 1, we had an agreement with their former agencies to allow them to continue working from the same location. This was the best way to ensure a seamless transition for the people we support and our staff,” said Anne Ogden, COO of Care Design NY. “Since then, we have opened 16 new offices with another 25 in progress, so that we can move everyone out of their former agency locations and into a Care Design NY site.”
“Our Care Managers are the most important part of the organization, and we equip them with the tools and training they need to do an exceptional job for our members, whether they are locating an arts program in Clinton County, recommending respite care in Staten Island, or securing housing in Westchester.” said Megan O’Connor Hebert, VP of Care Management. “We believe that if we take care of our Care Managers, they will do their best work for the people we support.”
In looking toward the future, Moran said, “Our first year has been primarily one of transition. We are excited to begin our second year and continually improve to do the best job possible for the individuals and family members who put their trust in Care Design NY.”
